HOME ENERGY ASSISTANCE PROGRAM
The Emergency Home Energy Assistance Program, also known as the Winter Crisis Program, is administered locally by the Community Action Committee of Pike County.
HEAP assistance is available once per heating season, November through March.
Eligibility: households that are disconnected, threatened with disconnection, or have 25% or less tank capacity (or 10 days less supply) of bulk fuel. Households must be at or below 175% of the Federal Poverty Guidelines.
Appointments are taken from the middle of October and continue through March 31st. Appointments are scheduled Monday through Friday, beginning at 8:00 a.m. until the schedule is full. Appointments can only be scheduled by calling (740) 289 - 4525
The Home Energy Assistance Program (HEAP) is a federally funded program administered by the Ohio Development Services Agency, Office of Community Assistance.
SUMMER CRISIS PROGRAM
Designed to help qualified households with summer cooling.
Eligibility: households must be at or below 175% of Federal Poverty Guidelines, include a household member 60 years of age or older, or include a household member with a documented medical condition.
Summer Crisis Program can provide a one-time payment towards electric utility and/or air conditioners or fans. SCP is generally available from July 1st through August 31st.
HOME WEATHERIZATION ASSISTANCE PROGRAM
HWAP helps eligible families (at or below 200% of the Federal Poverty Guidelines) reduce their heating and cooling costs by increasing the energy efficiency of the home.
Trained auditors will assess the home to determine which conservation measures can be installed in the home: additional insulation in attics, walls, or floors, draft reduction, or LED lights.
Trained installers will install cost-effective measures to reduce your heating and cooling costs.
Staff will test the home’s heating unit for safety and efficiency. Insufficient units will be tuned up, and unsafe units will be repaired or replaced.
HOUSING PROGRAM
This program helps those experiencing homelessness or at imminent risk of homelessness achieve safe, stable housing. We provide short-term rental assistance, case management and supportive services tailored to each participant’s needs. Eligible households must be at or below 30% Area Median Income to qualify. PERCENTAGE OF INCOME PAYMENT PLAN - PIPP
In Ohio, PIPP is administered through the Ohio Department of Job and Family Services and overseen by the Public Utilities Commission of Ohio. Official materials typically feature the state of Ohio logo or the specific local energy assistance provider's logo. The Percentage of Income Payment Plan (PIPP) helps eligible Ohioans manage their energy bills year round. Payments are based on a percentage of household income and are consistent year-round. If your home is heated with gas, you will have a monthly payment of 5% of your gross household income for your natural gas bill, and 5% of your gross household income for your electric bill. If you heat with electric, your monthly payment is 10% of your gross household income. The balance of your utility bill is subsidized by the state of Ohio. There is a minimum monthly payment of $10.00.

NEIGHBOR-TO-NEIGHBOR PROGRAM
Community Services can assist customers in completing applications for the AEP Neighbor-to-Neighbor Program, which lends a hand to those who are experiencing financial hardships and need help to get back on their feet. Administered by Dollar Energy Fund, the program provides eligible customers with a utility assistance grant applied directly to their bill.
ELECTRIC PARTNERSHIP PROGRAM
This program is a partner program of HWAP.
Services provided include an in-home assessment of appliance energy usage, heating unit testing, and energy usage habits.
The results of the test will produce a list of activities to practice more significant energy savings.
