Low Income Taxpayer Clinic

Equal Access to
Representation for Taxpayers

Providing Free Assistance, Representation,
and Advice with Federal Tax Disputes
 to Qualifying Taxpayers in
Pike, Ross, Scioto, and Jackson Counties.

Financial Eligibility

Before assistance can be provided, clients are screened for eligiblity. Because we are funded as a “Low Income Taxpayer Clinic” (LITC), certain financial limits apply. We help clients whose income does not exceed 250% of the Federal Poverty Guidelines and where the amount in dispute for a taxable year generally does not exceed $50,000. See Low Income Taxpayer Clinic Income Eligibility Guidelines.

Services Provided by the Taxpayer Assistance Clinic

The Taxpayer Assistance Clinic, operated by the Community Action Committee of Pike County, Inc., provides year-round assistance, advice and legal representation to eligible taxpayers who have disputes with the IRS or controversies over federal taxes. The clinic serves taxpayers who reside in Pike, Ross, Scioto, or Jackson county. As a federally funded Low Income Taxpayer Clinic (“LITC”), we primarily serve clients with modest income. All clients are screened for eligibility before representation or other services are provided. Clients are never charged a fee for our services, but in some instances they may be required to pay court costs, filing fees or other out-of-pocket expenses.
While our LITC does not generally provide tax return preparation services, we can refer you to the IRS Volunteer Tax Assistance Program (VITA) and the Tax Counseling for the Elderly (TCE) Programs. They offer free tax help for taxpayers who qualify. See Free Tax Return Preparation for You by Volunteers.

Types of Cases We Handle

We provide assistance with a variety of tax controversies, such as:
    • Your tax return is being examined (audited) by the IRS.
    • You owe a federal tax debt and are having trouble paying or are unable to pay.
    • The IRS has denied you a tax credit or deduction that you think you are entitled to.
    • You are asked to pay a tax debt that you think only your spouse or former spouse should have to pay.
    • You are concerned because you did not timely file a tax return for a previous year.
    • You are charged penalties by the IRS which you think are incorrect or not justified.
    • Other disputes with the IRS or questions about your federal taxes.

How to Get Help

If you need assistance and think you might qualify, call or stop by to schedule an appointment. For better service, please bring copies of all tax returns, IRS notices, IRS correspondence, and other relevant tax documents to your appointment.

After you visit, a determination will be made about your eligibility for assistance, and you will be notified by mail, usually within ten days. If we cannot represent you, we will try to refer you to another professional or organization who may be able to help.
